After the meeting took place in the House of Representatives March 29, 2012 between the Roma Civil Society and International Cooperation Minister integration Andrea Riccardi, the President of the Chamber Gianfranco Fini, President of the Senate Human Rights Commission Pietro Marcenaro  and the Vice President  Justice of the European Commission Viviane Reading 


Is made public today the news that the Government has appealed to the Supreme Court against the judgment of the State Council of 16 November last year that had ended Roma emergency decreed by the Berlusconi government.

The appeal was submitted on February 15 the Supreme Court of Cassation by the Presidency of the Council of Ministers, in the person of the President of the Council, the Department of Civil Protection, the Ministry of Interior and by the Prefecture of Rome, Naples and Milan represented and defended by the Advocate general of the State. The Government of the news just now, waiting for the departure of Commissioner Viviane Reding to avoid "embarrassment and legitimate questions"

On 28 March 2012 the Mayor of Milan Giuliano Pisapia has ordered the eviction of Roma families living under the Bacula overpass. At least fifty tents clered. The City of Milan argues instead (like the one in Rome) that the offers made by the Administration have been rejected by their families. The same thing had the former deputy mayor Riccardo De Corato, that the number of Roma in recent weeks would be tripled because of the tolerance of the new administration. And the intervention of the City was not long in arriving. On March 27, 2012 at Carpiano (Lodi) cleared another Roma camp. The judgment of 16 November 2011 the Council of State had declared illegal the ordinance Berlusconi - Maroni who had transformed the lives of Roma families in an issue of "Public Order"
abolishing a law avowedly racist against Roma families all over the Italian.

On 24 February 2012 the Council of Ministers voted the strategy of social inclusion for Roma.
The document has wanted to implement the European Commission communication n. 173/2011.

It 's born a permanent inter-ministerial board and a control room of the Italian Government with the Regions and Local Authorities to provide concrete answers: housing, jobs, school and social protection.

Everything changed after the failure of the Council of State (Case 6055) in a 'nomadic' decided by decree by former Prime Minister Silvio Berlusconi and Interior Minister Roberto Maroni in 2008. The State Council has decreed the end of '"Roma emergency"

The Roma civil society believed to be a real and concrete changes in social policies by the Italian institutions. In reality, what has changed? Nothing.


Every day in Italy Roma civil society continues to suffer from a policy of forced evictions, violence, racism, deportations, humiliations, illegal expulsions of EU citizens.

The Town Councils of Rome, Milan, Florence and many other Roma families are evicted, the humble homes destroyed, do not offer alternatives. The government claim to offer an alternative but this is not true: the only options offered are those of dividing Roma families, women and children from their fathers and husbands, mothers separated from their children.

The Roma Holocaust, the Porrajmos has never been tried by any national or international court. A criminal trial is not a crime unpunished. The Porrajmos is continuing every day. The Roma civil society is effectively excluded from the policies of Mayors. Civil society Roma live without water, electricity, toilets. In Italy as Roma families live in the Middle Ages. Citizens are 30,000 Roma living in Italy in the extreme marginality.

With this letter we ask an International Commission composed of persons of integrity and incorruptible that do shed light on crimes committed by the Italian antirom and Europe since 1930.

We call for an International Tribunal to prosecute the Roma Holocaust, the killers, racists and Nazis. We demand the end of Porrajmos. We call for the defense of human rights.

We ask the Italian Anti-Mafia Commission an investigation into the links between organized crime mafia, the Camorra, indrangheta Local Authorities and Central Government. In 2008, the Camorra in Naples has been organizing the burning of Roma in Ponticelli. From those events came the "Roma emergency plan" launched by the Ex Prime Minister Silvio Berlusconi.

We demand a real investigation into the use of European Social Funds.

Tens of millions of euros for the Roma families have disappeared like snow in the sun.

We ask the Italian government to open a dialogue with the Roma civil society up to now excluded and marginalized by the strategy.

We demand the recognition of the Roma National Council

Every Roma family must be the privileged interlocutor for the government and local authorities.

We demand respect for the unity of the family. In Italy, in some municipalities in Florence is the same as the Catholic Church through Caritas has managed in exchange for full funding of the shelters where families are separated. For a Roma family is the center of life.

We demand the immediate opening of houses of peace and acceptance in every Italian city where families can find a rom social protection, a roof, a defense of human rights. We ask local authorities to initiate Social Housing Policy following the examples of the Municipality of Settimo Torinese (Nut) and Messina (Home / Work it)

We ask the European Commission closed the investigation opened on 25 January 2011 with CHAP 04 005 (2010) and the opening of infringement proceedings. The purpose of the request is of an educational institution to the Italian. When you make a mistake when they violate human rights must be brave and admit their responsibility. The lack of accountability produces only a policy of the image to provide the European and world institutions, a policy of hypocrisy. Just turn the paper around the image and the reality and truth.
