Il Consiglio d'Europa è favorevole ad iniziative comuni con le autorità bulgare per proteggere i cittadini Rom dagli attacchi razzisti

Reagendo alle recenti manifestazioni anti-rom,
il segretario generale Thorbjørn Jagland ha dichiarato:
"Nelle ultime settimane abbiamo visto molti episodi che dimostrano una crescente ondata di razzismo contro gli zingari in Europa.
In Bulgaria, le manifestazioni violente di razzismo che sono state scatenate dalla morte sospetta di un non-Roma causato da un automobilista rom.

Accolgo con favore le misure già adottate dalle autorità bulgare per proteggere i cittadini Rom dagli attacchi razzisti, ma incidenti di questo tipo devono essere affrontati da una prospettiva più ampia al fine di evitarli nell'Europa del futuro.
Queste le parole annunciate dal servizio stampa del Consiglio d'Europa:
"C'è il pericolo che i crimini individuali diventano un pretesto per stigmatizzare un'intera comunità. In situazioni dove il crimine può innescare tensioni etniche, i politici ed i media hanno una responsabilità speciale per il trattamento di un crimine come un crimine e bisogna evitare ogni generalizzazione e stigmatizzazione della popolazione rom nel suo complesso.
Lo sfruttamento populista anti-zingari è incompatibile con i valori democratici che il Consiglio d'Europa sostiene.
Deve essere fatta giustizia nei tribunali, non nelle strade.
Dobbiamo porre fine alla emarginazione dei rom, permettendo la loro piena e uguaglianza come membri della società.
Il Consiglio d'Europa offre le proprie competenze e assistenza nell'elaborazione delle politiche che contribuiscono all'inclusione dei rom"

Reacting to recent anti-Roma events, Secretary General Thorbjørn Jagland said: "Recent weeks have seen many incidents demonstrating a rising tide of anti-Gypsyism in Europe. In Bulgaria, violent manifestations of such racism were triggered by the suspicious death of a non-Roma caused by a Roma car driver. I welcome the steps already taken by the Bulgarian authorities to protect Roma citizens from racist attacks, but such incidents must also be addressed from a broader perspective in order to prevent them in Europe in the future, announced the press service of the Council of Europe.
“There is a danger that individual crimes become a pretext to stigmatise an entire community. In situations where crime can trigger ethnic tensions, politicians and the media have a special responsibility to treat a crime as a crime and to avoid any generalisation and stigmatisation of the Roma population as a whole. Populist exploitation of anti-Gypsyism is incompatible with the democratic values which the Council of Europe upholds. Justice must be done in the courts, not in the streets.
“At the Council of Europe we are convinced that further determined efforts are necessary to build mutual trust between Roma and non-Roma citizens. We must end the marginalisation of the Roma by making them full and equal members of society. The Council of Europe offers its expertise and assistance in drawing up policies which contribute to Roma integration."
